Try changing your location in your Steam settings. Sometimes changing it to another city, or even another country, speeds up your download considerably.

Well I figured the problem was, I had about 4 other downloads going on at once, so I paused them all but the actual LFD2 Download (Gonna get the Dedicated Server and Add-On Support) and my speed went from 10 KB/sec to 678 KB/sec.

Yeah, I can download Games lightning fast, but lag like a mother fucker when I actually play them.
