You clearly do not know how TF2 works.
You keep saying it isn't frame based when it is. TF2 will collect all the commands it received in the last 0.015 seconds (1 tick, or 66 fps), and run a simulation. This means it doesn't really make sense for you to be arguing that "everyone can do this as it is a fixed rate". Internally, the firing rate of a weapon is based on a number of ticks.
A normal human firing will never keep firing on the exact frame that the weapon becomes available and also they will not fire in a 0.015 second burst. The sharpest press of the button will probably last 0.1 seconds.
And please answer the question instead of trying to deflect it. You don't have any proof so we'd like to know your credentials.
