If it was something that cost money than i would see valve attempting to do something. But the whole thing was free, including the tux. I don't see them geting their panties in a bunch because i saved myself a few hours by not installing ubuntu.

Yes, a lot of people, myself included, didn't see anything bad happening to their account after running this program. Safe to say this won't do anything besides get you a Tux.

I don't think Valve really cares about people using Linux... It's just a promotion and anyone who has never used Linux or always wanted to but didn't cuz no vidya games now has the chance to try it out.
