I would vote no so long as they don't spam it in the chat and the hack or mod is a joke or you need to drop money on it to get the hacks or mods. Now on the other hand if it is a legit hack or mod that is for free then yes we need to ban those people.
Well my understanding is why would some one with more that 2 iq points to rub together spend there money on something like that at $64 just to get banned and not be able to use it any more. But then again there are a lot of stupid people out there.So pay-2-win hacks are okay but free hacks aren't?

MC doens't really follow the official forum/tf2 rules.So maybe something like "No promoting TF2/HL2 or Minecraft hacks" ?

Yeah good point, some games are almost made for cheating like GTA.Here at Skial, we try to have as few rules as possible.
We already have a rule to ban people for spamming lmaobox. If people want to discuss hacking in other games we don't host or joke around without actually helping people hack , I don't see a problem with that.
The most I would be willing to do is forbid advertising hacks for games we host.
