Untrue. I believe Track Terrorizer and the Bearded Bombardier will be worth more than any random craft hat. Those are the most popular and best looking miscs of the crate.
As for the purrer and koala, they probably will drop down under a key or stay at a key.
Soviet, War Pig, Pyrotechnic, Hat of Cards, and Medi Mask will probably drop down to normal craft hat status though.
RoBro 3000 won't drop down too much as it already has. The drop rate on it is quite low.
