You play by Skial server rules. Badwater Texas is not a "melee only server" nor does anyone have to have to deal with getting reported for not playing by rules invented by you, the player, and not the people who actually operate the server in question.
Badwater Texas is a server INTENDED(key word here) for people to play Badwater, to complete that objective there. To kill other people, usually with guns or some variety thereof. People do not join this server from quickplay expecting or even hoping to be greeted by you or anyone else loudly declaring that Badwater Texas is now a melee only server, and that you will report them if they do not abide.
in this case, your own definition (wikipedia's, that is) seems to imply that you are using an aspect of the game in an unintended way. The people who designed that map, or that game mode, did not intend to have the players playing on that map, or that game mode, to only use melee.

You were not banned for griefing (as has already been said). It is report abuse because the player you reported was not breaking any rules, and was thusly falsely reported, which is, in turn, report abuse.
