Where do I put TF2 weapon skins?

So, I'm trying to get a custom scattergun skin, but I'm not sure where to put the vpk files.

Some places said to put it in steam\steamapps\common\Team Fortess 2\tf\materials\models\weapons
Others say to put in steam\steamapps\common\Team Fortress 2\tf\custom\materials\models\weapons

Where should I put the files?

I don't think custom skins work on Skial servers due to a server setting that disables custom skins to prevent a skin exploit that allows players to make wall hacks out of custom skins

any server with sv_pure = 2 the skin will not work, I do not think skial uses that.
Also that doesn't work, if your version of the map is different it kicks you.

I just put it in the tf folder and it works. Anything else I do fucks it up.

Nothing appears to be working.

When the game boots, this folder is automatically scanned for VPK files or
subfolders. Each subfolder or VPK is added as a search path, so the files
inside those VPK's or subfolders will override the default game files.

For example, you might have the following file structure:

tf/custom/my_custom_stuff/ <<< This subfolder will be added as a search path
tf/custom/my_custom_stuff/models/custom_model.mdl
tf/custom/my_custom_stuff/materials/custom_material.vmt
tf/custom/my_custom_stuff/materials/vgui/custom_ui_thing.res
tf/custom/some_mod.vpk <<< This VPK will be added as a search path
tf/custom/another_mod.vpk <<< This VPK will be added as a search path

I used sanic's scout skin on Harvest | NY and it worked for me.
