So basically the idea is that only certain people for example people who are leaders, would be able to nominate maps. For example take obj_rampage. The map is impossible without a leader so it would be put behind a nomination lock so only people who have a leader title could nominate it. This would stop the server from dying as much, since people leave when a map is getting constantly lost on without a leader pretty quick. It also ruins the opinions to the map since they think of it as just a boring map because there non stop losing. It would also make maps such as santassination, best korea, obj and many more, way more fun to play since they would be rarer and people would try harder to beat the map. Alternatively the map cool down for these type of maps could be longer for example 20-30 maps.

There's so much evidence of how those type of maps can make a full server go completely empty. The cooldown of 20-30 maps is way too big but reducing it to 5-10 is a more acceptable way to incentivise people to be better at the game rather than being completely useless.

A 20-30 map cd as mentioned above is a bit too much. CSS/CSGO can have this due to them having a map pool over 6 times larger than us (I believe CSS has almost 630 maps). Since we only have around 100 maps on a given day, I think a 5 map cd is ok.

I also think that the leader role can be modified into "people who know the map", as the current system just results in the loudest/first to talk being elected. Something such as "vote for which leader" where you have a list of potential leaders who are on the server is what I am thinking, if possible to implement.
 
Not a bad idea by any means. Though I'm probably going to stay neutral on this one.
Really depends on how this is implemented, like how Zuko said it would be very bad for the server to have a 20-30 map cooldown for some of the more popular maps. If anything all we really need is just a slighty longer map cooldown in general. I do still think though that giving the larger more difficult maps a slighty longer cooldown is a neat idea on paper if done right.

Looking back on it, i also agree that 20-30 maps is too much and agree that the map cooldown should be longer in general. So alternatively for nomination locks the cooldown could be 10 maps
