Invalid Why was I banned?

The reason for my ban was: New STEAMID from banned IP 68.40.203.223
Since it's just an hour long, I'm not asking for an unban, I'd just like an explanation.
I used matchmaking to connect me to a random server. As soon as I connected I was banned.

The same IP was banned yesterday for racism.

I was kind of on the edge about that name, but your chat is what set me over. For record having a name like "Hitler Did Nothing Wrong" will get you banned by some of the admins here, so I wouldn't have it as that. Also, saying things like "Save the world from the blacks and jews." is totally not cool.
