Why is this server so popular?

So I was scouting the competition again, and I noticed this server was near the top of gametrackers.com

Why is this server so popular?

It was running at 30-40 FPS (notice the sv on the bottom right) the whole time. This is under the TF2 tickrate of 66.

I believe they have a plugin which invites you to the group right away, no? Because I got invited as soon as i went in it.
Also they spam events all the time from the said group. Even stupid shit like "Playtogether starting in 30 mins!"

Also they have 43k members in that group, and have been around for 9 years.
