Detailed Explanation / Screenshots / Demos:
When I joined, he was playing. He was lagging very badly. His ms was sitting at about 185~ on scoreboard (which for me translates to about 215~ in 'status'). However, contrary to what I normally see with people who have ping in that range (different timing that people tend to refer to as 'range' or 'reach,' but are relatively smooth otherwise), the player was teleporting repeatedly. I've dealt with that sort of issue in the past, and I assumed he was having bandwidth trouble and thought nothing else of it and continued playing.

However, as I watched, be it while waiting for next round or from my place on the map, I noticed that he was really accurate. Stupidly accurate. In other words, he shouldn't have been anywhere near as good as he was. He was playing scout and, despite his lag, playing very well and not having any issues dealing with his 'lag.'

Then he became the boss. The same story occurred: very very accurate with his hits despite his ping, but also attacking as though he didn't have any issues with ping at all.

The final straw came with the last two players, where he hit an invisible spy that had made a decent getaway while being attacked by a sentry gun in a small area.

At that point, I called him out. A vote was quickly called to ban him for hacking. He responded (again, far quicker than should've been possible with that kind of ping) saying that he wasn't hacking, and after a moment, left the server. I assume he did this to evade the ban, as he rejoined a couple minutes later (despite the ban failing- I don't think everyone had caught onto him yet.)

He switched to Sniper (yep, never saw that one coming), and proceeded to do 6k+ damage despite the small map, his ping, and, quite frankly, the cluster-fuck of a fight that was happening.

After that, I switched to spectate, which confirmed what I had already suspected: he was blatantly aim-botting. When he shot his rifle, he would get a hit despite looking nowhere near the boss. When using his SMG, his aim would snap on to the boss each time he "lagged." Even with his constant teleportation, it was very, very obvious.

I reported him, and another vote was called to ban him for hacking. He tried to deny it again, then left the server. He joined back a few seconds later, but the vote passed.

Below is a YouTube video where I recorded over the demo file to show what happened. The clips are unedited, other than stringing them together in a single video. (Ticks are "83000" (for his hale round), "98000," where I call him out and he leaves to avoid vote, and "116000" where I point out his Sniper damage and proceed to spectate him. His blatant aim-bot takes place at about "121300".
