What (kind of) bicycle should I get?

I'm getting myself a new bike and cannot choose.
What I really want:
Be light
Goes at least 8 mph without tiring out really quick

What I usually go on:
Roads
Paved and Dirt trails
Occasionally bumps.

Budget:
Under 1k over is fine
