New [VSH] Stop post-vote rtv from ending rounds

The map vote occurs 24 minutes into a map.

If RTV succeeds after this point, it ends the current round prematurely.

This really sucks for whoever is currently playing Hale because they lose their round.

RTVs post-vote should either end the map after the round finishes, or do nothing at all.
