New [VSH] set tf_fall_damage_disablespread to 1

title. it makes fall damage consistent and people won't have to second-guess themselves on if this fall from hale launching them is going to kill them, or leave them with 2 HP. or if you want me to put it shortly: it just removes the one bit of random damage spread that should've been disabled when you disable random damage spread.
