In VSH, when just Scouts are alive, Hale's Rage builds automatically over time, and not merely via damage.

However, when you're playing as Hale in VSH, chasing after Soldiers is arguably more annoying and have more of a capability of drawing out the match than Scouts, due to rocket jumping currently being overpowered.

Thus, it might be a good idea to include 'Only Soldiers still alive' as a criteria for passive Rage build-up, ideally only as a temporary measure until a rocket jumping nerf has been conceived and implemented.
