We've all seen it, everyone is dead except for 1 RED player, but he goes hiding for the rest of the round while the hale has to search the whole map taking over 5 minutes if it is a big map like Urban Works or Egyptyspot.
This really drags the round and may cause players to leave out of boredom or even start to ghost. (While currently unclear if it is agains't the rules or not)

So then a good idea came, if this last RED alive does not deal a single bit of damage for a full minute on the hale, he will be given a glow effect that can be seen by the hale through walls, this should prevent rounds being dragged by hiding players or even hales that don't know where to go in a big map they don't know.

If the last RED player deals damage, he obviously is not trying to drag the round and is actually trying his best to kill the hale and does not need to be glowed, especially because most of the time the hale knows where you are if you shoot him as the last RED.

No, we don't in VSH.
Unsure about FF2, just included it to be sure.

The only glow that exists in VSH is a sniper shooting the hale.
 
Why a minute? Seems long.
Someone hiding usually stays away for long, we obviously don't want someone that is actually doing effort but then not getting the chance to damage the hale for 15 seconds to be punished by glowing right?
 
Another question, why just for last man? Sometimes I see the last couple or a few nesting somewhere that takes Hale a few minutes to find.

Anything can happen, it could be 3, 4 or even 5, hell I even had like 12 Demomen armed with Loose Cannons all camping in the same spot inside the vent of Abandoned Warehouse.
It's just that 1 is the most common one that needs to be adressed.
