I don't think it is needed.
When the default Wrench used to give you 300 metal, I wasn't very drawn by it either.
250 is not even enough to give an extra right click with the Short Circuit, so... why?

Vatican City server has a similar plugin. You spawn with 300 metal and then once you go below 201 you can only have a max of 200 metal.
