There are players that just want to quickly get the map vote menu off their screens or else simply do not care which map is chosen.
F1 is the most frequent choice for these players, leaving maps in the F1 slot with the highest chance of being chosen (while maps in f4 and f5 are almost never selected).
Changing F1 to "No Vote" gives these players a way out while not influencing the vote for players that do care.
Side Note: RTVs are difficult to get unless the map is notoriously bad. The worst of the current map pool is mediocre at best (though, in the past, such maps did exist). And even if RTV is passed it often takes a few rounds.
