Approved [VSH]: Bug fix for urban works xmas hdr

Hi all,

After playing on the updated Christmas version of urban works there was some bugs that needed fixing:

Manhole covers for the sewers outside were blocked by the newly added snow terrain.
Some other minor snow terrain bugs.

I have addressed this in an update to the map:

A needed fix for a poorly made update with way too much healthpacks. If the sewer holes were supposed to be covered then it shouldn't be possible to jump up in them from the inside and get stuck.
