Declined [VSH/arena modes(?)] Remove ability to access !item

Make it so you can still use your !item loadout but can't use the command.
Whenever I want to edit my !item in detail I hop over to the idle server to change it instead of taking a slot.

Having access to this command in a server such as VSH,
it's not uncommon to see the last person alive,
sitting in a corner with 0 damage editing their !item loadout.
By the time someone might realize the issue and utilize the !votemenu, it's already too late.

Maybe also add this feature to other arena-based modes like FF, DR etc. where this could be a problem?
I won't speak for them but I imagine a few of Skial's servers suffer from this.

+1 it's annoying to see someone go hide in the corner of the map to use the !item command to edit their loadout just to die in 2 seconds. Not being useful to the team.

I don't think this is needed and making the command not work on random servers is going to confuse a lot of new users.
