Vote Mute Alterations

Ok, All Talk is OFF

A BLU person Vote Mutes another BLU person for mic spamming,
why can the RED team vote if All Talk is off...?

Can we do a patch for this or something?
So that if All Talk is off, the team votes. And if all talk is on, then everyone votes?

For one, not sure if this is possible. Two, I don't really see the issue since a votemute requires 65% of the vote I believe. So even if all of the other team votes, you still need almost half the players on their team to vote Yes as well.

This would help with the other team simply not voting cause they can't hear the spam. (assuming spam is the reason for the vote)
