Approved Update /bp to use backpack.tf instead of TF2 Backpack examiner.

The backpack.tf plugin has more features and also lists the value of each item in the player's backpack. It also has a cleaner user interface and is much easier to use. It is far more superior to backpack examiner.

This was already the case on our trade servers.

We did not use it on our other servers because backpack.tf used to not resize the width of the page to fit the MOTD screen.
