Right but this ban was from the Alt which could be an Alt for Likai. But the fact of the matter is, it's a connected IP, meaning it could be either of there alts.

Have you ever connected to your steam account from another computer, that was using a different internet connection?
Well if you've never done that, then that means at some point in time, Likai and his alt were connected to your internet connection.
