Not shared as in " Oh here's my IP lets have a lan party!" What we mean by shared is being connected to the same internet connection at some point in time. For his IP to be banned with your IP you would have to be using the same connection.
No, not at all aside from using the same internet provider

He doesn't play TF2 anymore? then why is it his most recently played game?

He plays now and then but not often and he hasn't been banned from skial or anything

I get that but that doesnt answer my question. Scott has Likai on his steam friends list. Is he or is he not friends with him in real life?
 
Well, you need to try to think on how Likai got on your IP address.
If you've only played on your desktop at home, the IP listed would be YOUR IP.
Therefore, Likai would have had to at some point played on your internet connection. He is the reason you are banned. He was the one that was originally banned on your IP and anything that connects to a Skial server gets banned as a result.

I was only playing on my desktop on skial koth ny with 6s friends

Likai's name lights up like a christmas tree for hacks, I'm fairly sure simplex is the alt.
