Any other information
This person "colours" has been standing in spawn for like 10-20 minutes in spawn not doing anything and the AFK manager hasn't done anything.

Are you sure? His event logs show him consistently getting kills and getting killed for the entirety of today until he disconnected about 38 minutes ago

Also your video only shows 36 seconds which shouldn't be enough for even the AFK to kick in

Actually it doesn't show disconnect message I read it wrong you're right

The last seen prompt must only work when the player has an event happening that's why it shows last seen 44 minutes ago
 
what more do you want me to do all he has been doing for the past 30 minutes is standing still
