TW Promos: Massive BS

So I bought Napoleon Total War yesterday under the impression that I'd get at least one of the medic/spy/sniper promos.
NO SUCH LUCK.
It would seem you need to own both Napoleon AND Empire. Something which they conveniently "forgot" to mention on the offer. Is there anything I can do now? If I tell Valve that I only bought it for the promo, will they give me money back/the promo? Or am I a massive tool who's misread everything and will get it when the offer ends?

I didn't actually buy it EXCLUSIVELY for the items, I'd heard it was a really good game and I'm downloading it now, but I'm still pretty pissed off I haven't got the promos.

Why didnt you just buy the complete pack all the items are gonna dd up to like 12+ keys and the games are good.

The way I assumed it would be, is that you only got that eagle staff thingy as a bonus for buying the bundle, you got the others with the single purchase.
