That is completely understandable, a person with mental retardation may not understand the principle of "the line"; when something has gone too far beyond the line. That is a very big reason why people with this handicap may hurt other people, they just do not understand that they have gone too far and using violence in that scenario is not ok.
Thankfully, most mentally challenged would not harm a fly, because they have learned not to do so from professional helpers, families and friends. But there is also those that have not been fortunate enough to been given help and they will not understand "the line". And those may attack you without reason. As a tip for a person in that situation, talk to them like you talk to a child and explicitly state to them to stop.
This may sound like the most disrespectful thing to do, because who wants to be talked to like a child? But you have to understand, those with mental retardation usually share a common factor, their logical thoughts has not 'evolved' as much as an adult. Their reasoning is, in many ways, as a kid and they may have problems with understanding when to stop and how to stop.
But please, do not believe every mentally challenged person is dangerous and may snap at any moment. I have met with so many, and only once have I feared my own safety because of their lack of knowledge about how to behave in some situations. That one bad experience is outweighed by so many others wonderful experience with lovely people that has this handicap.
