Would make sense at this point, it's been up and down at least 5 times a day in the last 3 or 4 days, took me a dozen attempts to gift a game to somebody earlier today. Either that or Valve is being lazy, I don't know.

100% down for me. Noticed I was stuck being displayed as in-game and restarted Steam. Now it won't log me in except in offline mode.

It kept telling me I was in a trade, so I restarted steam and now I can't log back in.
Also silver can't buy things from the store.
