Does setting (for example) rate 90000 for Skial servers (which the servers force) actually do anything? I never go over 30kb/s which seems to coincide with the default rate of 30000.
I do notice that Steam defaults 30000 rate and changing the registry value for it doesn't do much as Steam resets it back to default on launch.
I'm just curious to know if Steams default rate is being passed to hl2.exe and forced on it (and how setting rate via console doesn't do anything like I've seen), much like how if you set Steam process affinity to Cores 1,2,3 (example on quadcore) it will pass that affinity to hl2.exe.
