TF2: As invisible spy avoid kill enemy players except that one with nick X

I want to ask if to be focused in to kill only 1 person in the whole server is considered grieffing or not.

I've examples of players take the spy class for to be invisible and wait, and wait until the desired person go ahead and kill him doing the same cycle (wait, kill X, wait for X to spawn while refuse kill others, kill X, ...) for more than 10 minutes

In resume those players refuse kill any other players, refuse capture objectives. Just wait until the player X spawn.

So is this player a griefer?

Targeting someone isn't considered griefing, but refusing to attack anybody else is in the gray area I think since it could possibly border onto friendlying at some points.

I'll see what the other admins say about it
 
Killing someone on the opposite team is helping your team, so it is not griefing. Waiting for several minutes with C&D just to kill one specific person is reasonably griefing. On Orange I would be more lenient, but like, five minutes plus, just sitting there cloaked? Sure.
 
There was 10 minutes where he clearly refuse shoot any other player. I did record demos and the events of that player show only 3 of 19 events in a timeframe of 10 minutes are kills to different players.

Even he shoot me while I still in the spawn meanwhile the rest of my team was a 2 steps from him shooting their teammates. (It was a momment "What is wrong with you?")

Add the spy use enforcer and kill with single shoot. Time from invisible to invisible less than 1 second.
Many times there are no sound when become invisible-visible

These kind of players are relative common but they usually stop after a few minutes. This guy was doing that along 10 minutes and a few minutes later started to do the same again.

You can report the player if you want, make sure to upload the demos if you do
