Why should you be unbanned?
I Don't know what happened in the first ban but I got unbanned, yet I am still banned right now and I do not know the reason why. I just want to play with my friends and I am unable to, because I keep getting blocked by the servers with the reason being "New IP from banned STEAMID" while having no previous bans for any significant reason.

You were never unbanned. Your old IP was. You are banned for connecting from the same IP address as a cheater we caught. Given the short time frame between connections it would appear this was you on a throwaway account. Skial has a zero tolerance policy about cheating. You'll have to play on other servers from now on.
