Why should you be unbanned?
I don't exactly remember why I got banned? I think I had an alt that got banned 6-7 years ago which seems to be unbanned (have not had access to that account in an extremely long time tho so I have no idea about that) according to sourcebans but my main (hayley) is still banned after trying to play tf2 again recently

ya that's probably likely, but how comes that account is unbanned and the main isn't?

The alt (the pants one) is not unbanned. i400 is you. Apparently that's what you were going by in 2016. That's why when you click the ban link you supplied in your OP, it shows entries for i400 and hayley, same Steam ID. You were never unbanned, just your old IP was so the next person that gets it doesn't get screwed over by your mistake.
