Why should you be unbanned?
It says that I've been unbanned after my ban in 2017 (I confess I was cheating and I truly wouldn't do it now), but I don't understand why I was banned for "new IP from banned STEAMID" on 6/30/2022. I didn't change IPs and I don't know that I ever changed Steam IDs.

By the way, I have not gotten to play Skial at all since 2017 without being kicked from the server immediately so the ban definitely wasn't incurred by me for something other than joining

You were banned for cheating as you said, and Skial doesn't unban cheaters. Your accounts weren't unbanned, just the IPs you've used in case someone else gets the same one later. If you don't remember, all of these accounts tried to join around the same time in June 2017:
