I don't see him trying to report anyone and I have no knowledge what's bad about RTV, doesn't that just change the map?

RTV has the potential of changing the map during someone's boss round. It usually happens after a new map has already been nominated. Once the vote goes through, it just ends that person's boss round prematurely and switches to the new map.
