So right now you can vote to turn alltalk on or off using /votemenu.

If you try to turn alltalk off it almost never passes. People love having alltalk on for god-know-what reason. They love talking smack to the enemy team or just having conversations with everyone on the server. Most people know and prefer Skial servers because alltalk is on.

Then there are people like me, people who want to actually tell their team mates where sentries are, call out spies, etc. Of course people still do this despite alltalk being on but it's a lot easier with it off and especially if you want to say something like "take my teleporter it goes behind enemy spawn..."

Just leave alltalk on permanently (no vote) and have this plugin.

People will know about the plugin by typing /help and the intruction will be included on the help page. There can also be an additional server message telling people about team talk.

This suggestion has been implemented. Votes are no longer accepted.
There are actually some times when it doesn't pass, and there do exist some servers that don't like alltalk on all the time.
 
It's also better than just voting on or off because now people will always have the option of either talking to everyone or to their team.
 
+1, I hate having to strategize with my team over teamchat, just because the other team would hear me otherwise.

Why not just have some servers for players who want this? I know there are a few, for example, Dustbowl servers. Why not 1 of them set up for alltalk off? Then you wouldn't have to mess with plugins or anything...just 1 setting.
