FF2 and VSH uses arena mode for the mods. Arena mode requires a certain amount of players to be present to start the round for some reason, this is a design by Valve since they made the arena mode.

However there's a option in the votemenu that should start the round when you see that message. It's "Cancel waiting for players" I believe, unless it was removed. But I assume its still there. When ever you get that waiting for players message bring up the votemenu by typing in /votemenu in chat and look for "Cancel waiting for players"

I just joined the server, everything is working. You need to wait a few seconds for the round to start.

If this ever happens again just let somebody join the Blu team and it fixes itself.

Or it might have been one of those rare map bugs which is why we used to have a votemenu option to cancel waiting for players.
