New Suggestion: Vote Option for Vote Abuse/Spam

Can we have a kick/gag* option for Vote Abuse, for example say a user keeps trying to call votes every few mins such as scramble teams.
*Gagged player can't call anymore votes and can only be applied to a player with at least 3 votes called in a given session (excluding votes for cheating and racism)
Currently it would fall under the spam category, but its ambiguity and coverage may cause indecision on voters.
