Suggestion: Fix ban command question on admin apps

Just so it requires account ID instead of SteamID.

Also (maybe, when we're at it) change the question can be slightly changed just so we know they're not copy pasting it from older apps (though it could still happen, it'd be nice to have a change).
Ex: make it silence and 1d time, etc..

The question isn't so much as for analysis of the situation, but for ability to read instructions and type commands correctly.
Anyways, if an admin feels like asking scenario questions, they do.
