Declined Steam rep all servers

Put the steam rep plugin on all servers to mark scammers as a scammer. Even though the regular servers are not trade servers there are still a lot of people who trade in between rounds.

It's also a pretty nice precaution towards most of the regular players of the server to not actually scam on another server. Who (that actually got a reputation on a server) wants to have a shameful "this guy is an asshole and scammed" tag next to their name?

+1, it will both prevent scams and prevent some people to scam in the first place. It's a win-win situation.

If you really need to avoid scammers on non-trade servers you should use the overlay.
