Spawn with flare gun automatically?

Every time I go Pyro with the flare gun as my secondary, I spawn with the flare gun equipped. Normally it's the primary auto-equipped right? So am I missing something here or what?

It happened to me when I changed loadout to a flaregun wielding one while waiting to spawn.

Did you die while wielding the Flare Gun? There are options that allow you to have last used weapon equipped when you spawn.

No I mean on initial spawn
