Maybe I should, I know the admins do, and I'm certain they possess the mental capacity to understand that there might be context to messages worthy of reporting.
Even if jokingly saying you are an admin breaks rules, I honestly think minor offenses like these should be fine, especially if it is a first time offense. (look up "admin" in his chat logs, you can see it is a first offense, and he has made almost the exactly same joke as FlamiKori is making. "Bottle is an admin" is an inside-joke.

Besides, what was the outcome of this message? fucking nothing. Go look further into the chatlogs. Nobody mentions anything about snesei. In fact, people (including snesei himself) move the fuck on with their lives and move on to the next laughing stock (ras).
The intent is obviously him trying to mess around. I cannot for a second believe that he wanted to genuinely mislead others into thinking he was an admin.
The outcome of his message is nothing. Nothing happend. Nobody cared. Nobody remembered it, until you decide to make a fuss about it.
I genuinely believe that punishing players over things like this drives them away and is extremely detrimental to Skial ZE.
You are 100% doing major harm to Skial ZE. Punishing the most active and dedicated players in the community for extremely minor offenses is highly damaging to the server's longevity, but you yourself have said multiple times over discord that you think it is these players that are the problem.
I can agree that sure, they shouldn't be messing around in the ways they do if it breaks rules, but the consequences are almost always that n o t h i n g happens, and the negative consequences of you actions far outweighs the non-existent consequences of you not doing anything.
Before you ask, yes I agree that majorly breaking rules (i.e Scandiniv dark souls stall) should be punished. This is about minor offenses.
If you want to look specifically at the people carrying Skial ZE on their backs, mostly the mappers/coders (bottle, wo0, eltra, berke), and those who consistently try to improve the game by making/discussing suggestions (Mostly "regulars" as we often call ourselves, includes too many people to list off here), these players play almost exclusively during the time when other skilled and dedicated players are online. These have the most playtime and are the most likely to make some random minor offense because they might be getting a little bored of the gameplay now and then.
What you are doing is looking at these most dedicated ZE players and deciding that any small amount of fun they try to have that just barely (in the most anal interpretation) breaks the rules need to be punished.
TL;DR: Is this minor offense rule breaking? In my opinion, it is clearer than the sun that this is just some dude trying to make people laugh, and that he should not be punished. I especially believe he shouldn't be punished because of the knock-on effects of pushing all the most active/dedicated members of the community for extremely minor offenses (which are more likely to happen with more playtime) will end up killing Skial ZE.
Sure, a little off-topic, but at least you now know that there is some rational behind why some people might start to dislike you.
