Detailed Explanation / Screenshots / Demos:
I hit record after an instance where he knew exactly where I was, with his minigun spun up and the moment his head approached the door, all of his bullets landed, killing me in an extremely quick manner. He didn't possibly have enough reaction time. He then did this with Scout's Force-a-Nature for around 2-3 mins before leaving (shown in attached demo.) He also had high ping (shown in attached image.)

@Adabat it's a common feature of cheats known as "Nospread". That's the term used for what you're describing and it's often paired with aimbot.
