I'd reply back with the proper response to the >9000, but I'm kinda serious business right now trying to diagnose some pretty bad network choke only on Skial servers. ><
It is actually over 9000. I think sv_minrate is 90000. 99% the high latency is due to your modem/router or ISP and not our servers.

I know it is, I just didn't feel like dealing with dumb meme jokes in a serious thread. Guess I'll set my rate to 90000 in autoexec.cfg and see what happens.

Also it is the servers, since it only happens on Skial servers.

It's set on the server. Even if your client minrate isn't set to 90000, the server will enforce it. We've had this issue come up a few times and in every case it's been the persons network or ISP that was causing the issue. There is occasional hiccups on the servers, especially if they're full 32 player servers. That's just the nature of the source engine.
 
Most of our servers are on 1000 mbit lines. This is far faster than the average home connection, so if you are getting choke, then your connection can't handle it or you messed up your settings.
