Approved set hale_specials to 0 on Deathrun servers

by disabling the special bosses in Deathrun, HHH won't be there to curb-stomp the runners via. teleportation and Vagineer won't be there to go uber in non-instant-win situations to prolong his death for 5 minutes

I find HHH this cheap with his teleporting.
