Spreadsheet prices list the price of clean versions of hats, not dirty ones. Almost all low-tier hats go for 2 Rec at most, unless someone is 'collecting' them, doesn't know the prices, or is just plain insane. (This does not mean ALL uncraft hats go for this much, there are exceptions, such as polycount hats)

Sure, sorry if my prices are insanely stupid, I have not sold a dirty hat before (another excuse I can use). You can tell that my pricing skills are quite frankly horrible
