Nope, teamfortress.com said it's available all year long across all servers this time

I wish that instead of a reskin, they'd make a brand new map for Halloween again. Turbine is fine, but the more memorable events weren't just other maps with Halloween decorations on them. Or Mario Party games. So happy about the items being year around though.
