Approved Saxxy for donators

I think it'd be cool if donators could spawn Saxxys like we spawn golden wrenches.
Just because I like turning people to gold on backstab.
(This would be for all servers, not just trade/idle)
(Also, sorry if this has been requested before. I don't believe it has.)

Well, I guess a reason for "Why?" is that it's fun to turn people to gold. Also, we already have a golden wrench anyways.

it's on all servers. its just restricted to engineer on regular servers
