It was a start of a new round, the Warden placed a bunch of stickies outside the cell doors that contained prisoners. I suspected he was going to free kill so I started a demo. Then he told the prisoners to come out and blew almost all of them up.
There was no orders that justified the killing before hand, such as "don't leave your cells or die" or "warday" or anything like that as you can see in his chat logs: http://stats.skial.com/stats/hlstats.php?mode=chathistory&player=1194655
