User was getting mad at a donator using perks and me sniping him. He enabled his cheat where your hitbox gets lowered putting his head hitbox in his "stomach". Regular headshots are undetected while still possible once shooting his "stomach"

I can vouch for this. I shot him in the head during a sniper duel multiple times, and it didn't do damage. I then shot him multiple times in the stomach, and it registered as a headshot.

This is just an exploit you can do as sniper, some people do it accidentally so we haven't banned it
