I'd like to add up to this: It happens when people rtv while wordbomb is on because the mapchange is nearly instant, which doesn't allow map logic to handle safe viewcontrol deactivation. This bug is very rare and it's clientside only

It's not "server breaking." When this bug happened to me, I was the only one experiencing it. Everyone else's game was fine. If you rejoin, it fixes itself.

I sent Bottiger a Stripper config to prevent Word Bomb from being picked so this can't happen again (as requested by SpookyToad).
